Shouldn't the note lock (or at least make it difficult to change) once it has been signed?

Procedure locking is actually a feature that you have to enable through a preference. This will allow you maintain tighter security on the procedures and their notes but it may not have the same functionality that you're expecting. If you decide to use this feature I would recommend trying it out on a test patient before moving on to your real patients. Just recently, we implemented it so that a user without the Edit Procedure Note permission will not be able to edit a procedure note or its signature once it has been signed. This functionality will be available in 17.3 (so it will be a few more months till you will be able to update to it).
