Does this file get updated when the program is updated?

Can it be edited manually?

I don't think that's part of our distribution, so no.

Usually, the file with that name just contains all the documentation. We parse it later to generate the documentation files found at http://www.opendental.com/manual/programmers.html
So it doesn't do anything. I don't know why you would want to edit it.
