Creating a continuous General Message

How do I create a continouse General Message in the Billing Options page? There is a "Thank you!" there and evertime I replace it, the Thank you comes back the next time I do some statements. I'm trying to do an announcement for our regular patients.

Depends if you are doing batch billing or clicking the statement button from each separate account.
