Given the ability to search the database for the past use of a code using appropriate queries, is it possible to
1. Delete an unused code
2. Report that the code has already been used, and therefore cannot be deleted?

We have, of course, considered the idea. But it would be quite complicated to search. Remember that codes are also stored in comma delimited fields in various places. And there is very little benefit. So low priority.
