Appt Edit Window List

"In edit appt window, double clicking on a procedure can open the wrong one."
I was thinking maybe we should make the list only re-order after you close the window and then reopen it. That would solve this problem and getting confused when clicking multiple items, but still keep everything at the top when you go back to look at it.
