I had a patient on recall list. After I added a note, the patient disappears from the recall list. I went back to check the family module for her record. She is still "patient". The "Recall" records look the same. But she is just not on recall list any more. The recall status is still "none". Does Open Dental count that patient as "reminded" and have to wait for a pre-set days for her to show up again?

Yes, a commlog entry of type "recall" is indeed counted as a reminder. You could change the commlog type if you didn't intend for it to be a real reminder.
