Tab Advance to Next Field in Forms

I have been working the last couple of weeks on getting all of our forms set up in sheets, forms and webforms. As you might imagine, my custom patient registration form has lots of blanks for entering data. We plan to use this form in a Kiosk in reception area. The tab key does not behave as expected. When you tab from field to field, the cursor jumps to random fields all over the page in no particular order. The only way a patient would be able to fill out a form in the kiosk (or a staff member for that matter) would be to mouse click on the first field with the mouse, enter the data, mouse click on the next field, enter the data, etc.
Is there any way that the tab key could advance using the x and y axis data? For example, the tab would advance to the next field from left to right on the x axis and then drop down (y axis) to the next field and work left to right, etc.
Incidentally, when I upload the form to webforms and I am in a browser, the tab key will advance the cursor to the next field.
