Is there still no way yet to format text in a Sheet, such as bold, underline, etc?

You can only select normal or Bold, but nothing else.

Alternately, if I want to create a document in another program and then paste it in as a Static Image, does anyone have suggestions on the best file format to use when pasting? JPEG, PNG, GIF, PDF, or what?

To make a text bold, go to the sheets setup and double click on the sheet you want to edit. Then double click on the text and a window will come up where you select the font and a checkbox where you select Bold.

There's a feature request for rich text in sheets of for MS Word "fields" on sheets.
