Confused about Planned Appts

It seems you can't effective track incomplete treatment plans without Planned Appt Tracker, and I am confused about the function of this feature. Doesn't generating a treatment plan imply a planned appointment? What's the point of having it, but more importantly, why does it then hamper your ability to search for incomplete treatment? I would understand if entered treatment plan would automatically go into planned appts, and then would show up in the list....but to get into the system, one needs to enter the treatment, save the treatment plan, plan appointments - and only then can one track it properly.
Since this was a feature intentionally put in to make tracking easier, I must be missing something - but what?
Does everyone plan appts for every single treatment entered?
