apply updated fees to previously completed procedures

I oversee a program providing free dental care for low income patients. We installed new versions of open dental on new servers for each clinic and began recording procedures before adding fee schedules. Can we apply the updated fee schedules to previously completed procedures?
We do not charge but do track the value of services provided to measure and report our productivity and impact.

Yes a custom query could help but would only solve the one report. Many reports and other things within Open Dental utilize information about completed procedures. You probably want to get in touch with our conversion department and see if they would be willing to manipulate your database so that the completed procedures reflect the updated fee schedules otherwise it's going to be a long manual process of marking each procedure as TP and clicking the update fees button (or something along those lines) to fix it correctly.
