Print UCR on insruance claim

I had an odd situation today. The patient had a procedure (fpd repair by report) that was listed in our fee schedule as $0.00. I enter in a charge that I feel is justified for the procedure. When the insurance was printed, it printed out as 0.00 (as opposed to $350) because the "print UCR" box was checked on the insurance list.
1)Why would I want to do this?
2)What if I change a procedures fee on the fly - how would I catch it?
3)And, how would I change this globally as opposed to going in each insurance plan file?
FWIW - I have had several issues where I wished to change defaults on a group of insurance companies and have been unable to do so. A global default check off box for insurances would help this situation.
